Churachandpur: A Paradox of Urban Growth and Developmental Deficit in Manipur

Abstract: Churachandpur occupies a strategically important position in the socio-economic geography of Manipur. It is the principal urban and commercial centre of the state's southern hill region and serves as a gateway connecting numerous rural and hill settlements with markets, educational institutions, healthcare, financial services and government administration. Yet its physical and institutional development appears significantly out of proportion to its regional importance. This paper critically examines the developmental condition of Churachandpur from the perspective of urban infrastructure, public services, economic opportunities, human capital, environmental management, mobility and urban governance. Rather than treating the town's deficiencies as isolated failures of individual departments, the paper conceptualises them as manifestations of a broader urban-development deficit—a situation in which demographic, economic and regional functions expand faster than the institutional and infrastructural systems required to support them. Using Census of India data, government documents and the literature on urban development, the paper argues that Churachandpur requires a transition from fragmented project-based development towards integrated, participatory and regionally oriented urban planning. It proposes a long-term Churachandpur Urban Development Vision 2047, positioning the town as a resilient regional growth centre for southern Manipur.

1. Introduction

Urbanisation in India has increasingly become a defining feature of socio-economic transformation. Cities and towns function not merely as concentrations of population but as centres of employment, education, healthcare, commerce, administration, innovation and cultural exchange. Consequently, the quality of urban infrastructure and governance has direct implications for regional development (United Nations Human Settlements Programme [UN-Habitat], 2020).

Within this broader framework, Churachandpur presents an important case for study. The town and its surrounding urban settlements constitute the principal urban concentration of southern Manipur. The Churachandpur district itself covers approximately 4,570 square kilometres and recorded a population of 274,143 in the 2011 Census, with a decadal growth rate of 20.29 per cent between 2001 and 2011 (Directorate of Census Operations, Manipur, 2014). The district administration currently describes the district as comprising 11 sub-divisions, 12 blocks, 596 villages and three census towns.

However, an important methodological clarification is necessary. "Churachandpur" can refer to the district, the Churachandpur subdivision, or the contiguous urban area historically known as Lamka/Churachandpur. Census 2011 formally identified three census towns in the district—Zenhang Lamka, Rengkai and Hill Town—with a combined urban population of 18,357. Therefore, statements about Churachandpur's status as the "second-largest town" should be treated cautiously unless the geographic unit being compared is clearly specified.

The distinction is important because the functional urban area of Churachandpur is considerably more significant than the narrow statistical boundaries of individual census towns suggest. People from surrounding rural areas travel to the urban centre for markets, hospitals, schools, colleges, banking, government offices, employment and other services. Thus, a purely administrative definition of the town may underestimate its actual regional urban function.

The central research question of this paper is therefore:

Why has a strategically important regional urban centre such as Churachandpur continued to experience significant deficits in infrastructure, public services, economic diversification and urban governance?

The argument advanced here is that the problem is not simply a shortage of individual facilities. Rather, Churachandpur represents a case of structural mismatch between urban function and urban capacity.

2. Churachandpur in the Regional Development Context

Churachandpur's importance cannot be understood exclusively through its population size. In geographical terms, towns perform different functions within regional settlement systems. A relatively small town can have a disproportionately large regional influence if it provides higher-order services to surrounding settlements.

Churachandpur performs precisely such a function.

The District Census Handbook records the availability of facilities relating to education, healthcare, drinking water, communication, transport, electricity, banking and other services at village and town level (Directorate of Census Operations, Manipur, 2014). The town therefore needs to be understood not merely as a residential settlement but as a service centre for a much larger hinterland.

The district's geographical characteristics reinforce this role. The 2011 Census recorded a district population of 274,143, with 255,786 people classified as rural and 18,357 as urban within the Census framework. This unusually large rural hinterland relative to the formally classified urban population means that the town's actual service burden extends well beyond its census boundaries.

This creates an important development paradox:

The statistical town is small, but the functional city is much larger.

Consequently, planning based solely on resident population risks systematically underestimating the infrastructure and service requirements of Churachandpur.

3. The Urbanisation–Infrastructure Mismatch

One of the principal characteristics of developing urban centres is the tendency for population and economic activity to grow faster than infrastructure. This phenomenon has been widely documented in developing-country urbanisation, where inadequate infrastructure constrains productivity, health and quality of life (World Bank, 2009).

Churachandpur illustrates this problem.

The town has expanded through residential construction, commercial activity, transportation and institutional development. Yet infrastructure systems - roads, drainage, water supply, sanitation, waste management, parking, public spaces and mobility - have not developed with equivalent integration.

The result is what may be described as an urban infrastructure mismatch.

In other words:

Private urbanisation has advanced faster than public urban infrastructure.

This is a particularly significant issue because infrastructure generates network effects. A road without drainage deteriorates rapidly. A market without waste management creates environmental problems. Commercial expansion without parking produces congestion. Housing expansion without land-use planning creates unregulated settlement patterns.

Thus, individual infrastructure projects cannot substitute for an integrated urban system.

4. Roads, Mobility and Transportation

Transportation is one of the most visible manifestations of Churachandpur's developmental limitations.

As a regional service centre, the town receives traffic not only from residents but also from surrounding villages and distant hill areas. Commercial vehicles, public transport, private vehicles and pedestrians compete for limited road space.

Urban mobility, however, involves more than road construction. Contemporary transport planning emphasises the integration of roads, public transportation, pedestrian infrastructure, parking, land use and traffic management (Ministry of Housing and Urban Affairs [MoHUA], 2014).

Churachandpur therefore requires a mobility strategy addressing:

  • arterial and secondary roads;
  • pedestrian movement;
  • public transport;
  • parking;
  • commercial loading and unloading;
  • traffic regulation;
  • junction improvement;
  • road safety;
  • non-motorised transport; and
  • future urban expansion.

The fundamental issue is that building more roads alone will not resolve mobility problems if land use, parking and traffic management remain uncoordinated.

5. Drainage and Climate Resilience

For a hill town located in a region exposed to intense monsoon rainfall, drainage is not a peripheral municipal service. It is a fundamental component of urban resilience.

Inadequate drainage produces a chain of consequences:

heavy rainfall → inadequate storm-water evacuation → waterlogging → road deterioration → traffic disruption → waste accumulation → public-health risks.

The problem should therefore be approached through a comprehensive storm-water management system rather than isolated drain construction.

Climate change further strengthens the case for resilient urban infrastructure. The Intergovernmental Panel on Climate Change (IPCC, 2022) has emphasised that urban areas increasingly face compound risks associated with extreme rainfall, flooding, heat and infrastructure vulnerability.

Churachandpur's future urban planning should consequently incorporate:

  • watershed-based drainage planning;
  • flood-risk mapping;
  • natural drainage protection;
  • retention and infiltration areas;
  • climate-resilient roads;
  • slope stabilisation; and
  • emergency response systems.

6. Water Supply and Public Health

Safe and reliable water supply is a fundamental component of urban wellbeing. Yet water infrastructure is often treated as a narrow engineering issue rather than as an element of public health and economic productivity.

A reliable urban water system requires an integrated chain:

source → treatment → storage → distribution → household connection → quality monitoring.

For Churachandpur, water security should be treated as a long-term strategic issue because urban growth, commercial activity and institutional expansion will inevitably increase demand.

The Census District Handbook explicitly identifies drinking water among the infrastructure indicators used to assess village and town amenities (Directorate of Census Operations, Manipur, 2014). This illustrates why town-level water infrastructure must be analysed as part of the wider regional service system rather than merely as household provision.

7. Sanitation and Solid-Waste Management

A growing urban population inevitably produces increasing quantities of solid waste. Without systematic collection, segregation, processing and disposal, waste becomes an environmental and public-health problem.

The appropriate approach is therefore a circular waste-management chain:

segregation → collection → transportation → processing → resource recovery → scientific disposal.

Churachandpur's challenge is not simply to remove waste from residential areas. It is to establish an urban waste-management system capable of handling the town's future growth.

This requires:

  • household-level segregation;
  • door-to-door collection;
  • composting;
  • material recovery;
  • recycling;
  • scientific landfill or residual-waste disposal;
  • regulation of commercial waste; and
  • public participation.

The Swachh Bharat Mission–Urban framework itself recognises the importance of scientific solid-waste management, source segregation and sustainable sanitation as essential components of urban development (MoHUA, 2021).

8. Healthcare: From District Facility to Regional Health Hub

Churachandpur's healthcare system must be evaluated in relation to its regional catchment rather than merely its resident population.

The district has a large geographical area and serves populations living in remote and difficult-to-access areas. Consequently, healthcare facilities in the urban centre have a regional referral function.

The state government has previously identified the construction and development of Churachandpur District Hospital among infrastructure projects under Special Plan Assistance (Government of Manipur, n.d.).

Nevertheless, a modern regional healthcare system requires more than a hospital building. It requires:

  • specialist doctors;
  • emergency and trauma care;
  • diagnostics;
  • blood-bank services;
  • maternal and neonatal care;
  • intensive care;
  • ambulance networks;
  • telemedicine;
  • referral systems; and
  • reliable electricity and water supply.

Churachandpur could potentially develop as a secondary-to-tertiary healthcare hub for southern Manipur, reducing the necessity for patients to travel to Imphal for specialised treatment.

9. Education and the Human-Capital Paradox

Churachandpur has a relatively strong educational and institutional base. The district administration reports a literacy rate exceeding 80 percent in its current presentation of Census statistics, although Census-derived literacy measures should be used carefully because definitions and denominators vary across sources.

Yet literacy does not automatically translate into economic transformation.

Human-capital theory suggests that education contributes to economic development when accompanied by productive employment opportunities and institutional capacity (Becker, 1993).

This produces another paradox:

Churachandpur has human capital, but insufficient mechanisms for converting human capital into local economic productivity.

The town therefore needs greater emphasis on:

  • vocational education;
  • professional education;
  • entrepreneurship;
  • digital skills;
  • technology;
  • research;
  • innovation;
  • business incubation; and
  • industry–education linkages.

10. Employment and Economic Diversification

The most serious long-term developmental challenge may be the limited diversification of the local economy.

A sustainable urban economy cannot depend excessively on government employment, retail trade and informal activities. Churachandpur requires an economic structure capable of creating productive employment for its educated youth.

The district administration itself notes the historical importance of government employment in the town's occupational structure, alongside limited entrepreneurship among indigenous communities.

This suggests the need for a deliberate transition from a consumption-oriented urban economy to a production-oriented regional economy.

Potential sectors include:

Agriculture and horticulture

Processing, packaging, storage and marketing of agricultural products.

Food processing

Small-scale processing units can create value locally rather than exporting raw products.

Bamboo and forest-based enterprises

The region's natural-resource base could support sustainable bamboo and handicraft industries.

Handloom and handicrafts

Traditional skills can be connected to contemporary design, e-commerce and tourism.

Digital services

Remote work, IT-enabled services and digital entrepreneurship can reduce geographical isolation.

Logistics

Churachandpur's position makes warehousing, transport and distribution potentially important sectors.

Women-led enterprises

SHGs and federations can become important economic institutions when connected to markets, finance, technology and enterprise development.

11. The Missing Industrial Ecosystem

Economic development requires more than individual entrepreneurs. It requires an ecosystem.

Such an ecosystem includes:

finance + infrastructure + skills + markets + technology + logistics + regulation + entrepreneurship.

Churachandpur lacks sufficient integration among these components.

The development of an Urban Enterprise and Industrial Cluster could therefore be transformative. Instead of attempting to attract large industries immediately, policy could initially concentrate on MSMEs, food processing, crafts, construction materials, logistics, digital services and locally available resources.

This would be more compatible with the geographical and socio-economic conditions of the region.

12. Tourism and Cultural Economy

Churachandpur possesses considerable potential as a cultural and ecological gateway to southern Manipur.

Yet tourism development remains dependent on basic urban infrastructure. A tourist destination cannot function effectively without:

  • reliable roads;
  • accommodation;
  • sanitation;
  • signage;
  • visitor information;
  • safety;
  • trained guides;
  • digital connectivity; and
  • cultural interpretation.

The development of tourism should also avoid cultural commodification. Indigenous culture should be treated as a living social system rather than merely as a tourism product.

A carefully designed community-based tourism model could simultaneously support local livelihoods and cultural preservation.

13. Sports as an Economic and Social Development Strategy

Sports infrastructure should not be viewed merely as recreational expenditure.

For a youthful region, sports can contribute to:

  • physical health;
  • discipline;
  • social cohesion;
  • talent development;
  • employment;
  • tourism; and
  • local identity.

Churachandpur could therefore develop a regional sports ecosystem involving training academies, coaching facilities, stadiums, indoor sports centres and sports medicine.

The objective should be to transform sporting talent into a structured development opportunity.

14. Digital Connectivity and the New Urban Economy

Geographical isolation is increasingly mitigated by digital connectivity. The digital economy enables people in peripheral regions to access education, markets, finance, government services and employment opportunities without physically relocating.

For Churachandpur, this presents an important development opportunity.

A Digital Churachandpur Initiative could include:

  • reliable broadband;
  • public Wi-Fi;
  • digital government services;
  • e-learning centres;
  • telemedicine;
  • digital banking;
  • e-commerce;
  • startup support; and
  • digital skills training.

This could help overcome one of the major disadvantages of peripheral hill economies: physical distance from major metropolitan markets.

15. Urban Governance: The Institutional Dimension

Infrastructure deficiencies cannot be separated from governance.

Urban development requires institutions capable of:

  • planning;
  • financing;
  • implementing;
  • regulating;
  • maintaining; and
  • monitoring infrastructure.

The literature on urban governance increasingly emphasises the importance of institutional capacity, decentralisation, participation and accountability in achieving sustainable urban development (UN-Habitat, 2020).

Churachandpur needs a stronger institutional architecture capable of coordinating multiple agencies.

At present, urban functions may be distributed among different departments and agencies. Without a unified strategic framework, individual projects can remain disconnected.

The solution is not necessarily the creation of another institution. Rather, it is the creation of an effective urban coordination mechanism.

16. Public Finance and the Sustainability of Infrastructure

Another underappreciated issue is that infrastructure is not sustainable merely because it has been constructed.

  • A road requires maintenance.
  • A drainage system requires cleaning.
  • A public building requires electricity and upkeep.
  • A water system requires treatment and maintenance.
  • A waste-management system requires continuous financing.

Therefore, the real cost of infrastructure is:

capital expenditure + operation + maintenance + replacement.

Churachandpur's urban development strategy must consequently include stronger municipal revenue systems, predictable state support, user charges where appropriate, public-private partnerships where feasible, and transparent expenditure monitoring.

17. Public Spaces and Quality of Urban Life

Urban development should not be reduced to economic productivity.

The quality of life of citizens depends upon access to parks, playgrounds, libraries, cultural centres, public spaces and recreational facilities.

The New Urban Agenda emphasises inclusive, safe, resilient and sustainable cities, including public spaces and equitable access to urban opportunities (United Nations, 2017).

Churachandpur needs to adopt this broader conception of urban development.

A successful city is not simply one where people can work.

It is a city where people can also live, learn, recreate, participate and belong.

18. Environmental Sustainability

The expansion of Churachandpur must not result in the uncontrolled conversion of hills, forests, wetlands and natural drainage systems.

Hill urbanisation is particularly sensitive because poorly planned construction can increase:

  • landslide risks;
  • soil erosion;
  • drainage disruption;
  • flooding;
  • loss of vegetation; and
  • ecological degradation.

Urban planning must therefore integrate environmental considerations from the beginning rather than treating environmental protection as an afterthought.

A sustainable Churachandpur should adopt:

  • urban green belts;
  • protection of water bodies;
  • hill-slope regulation;
  • rainwater harvesting;
  • tree-cover expansion;
  • climate-sensitive building standards; and
  • environmental impact assessment for major projects.

19. Disaster Resilience

Manipur lies in a seismically active region, and Churachandpur's topography and infrastructure conditions create additional vulnerability.

Urban resilience therefore needs to become an explicit planning objective.

The IPCC (2022) argues that resilient urban development requires integrated approaches combining infrastructure, ecosystem protection, governance and social capacity.

For Churachandpur this means:

  • earthquake-resistant buildings;
  • fire-response capacity;
  • emergency shelters;
  • evacuation routes;
  • emergency communication;
  • landslide-risk mapping;
  • flood preparedness;
  • hospital disaster plans; and
  • community-based disaster management.

20. Churachandpur as a Regional Growth Centre

The most appropriate development paradigm for Churachandpur may not be that of a conventional metropolitan city.

Instead, it should be conceptualised as a Regional Growth Centre.

A regional growth centre provides higher-order services to surrounding rural and smaller urban settlements and facilitates the movement of:

people + goods + capital + information + services.

This model is particularly appropriate because the formal urban population recorded by Census 2011 is relatively small compared with the enormous rural hinterland served by the town.

The town's development should therefore be planned according to its functional region, not simply its municipal boundary.

21. A Proposed Churachandpur Urban Development Vision 2047

A long-term development framework could be formulated around the following vision:

“To develop Churachandpur as a resilient, inclusive, economically productive and culturally rooted regional growth centre of southern Manipur by 2047.”

The vision could be organised around eight pillars.

The fundamental policy recommendation emerging from this analysis is a shift in development philosophy.

The existing approach tends to ask:

“Which road should be constructed?”

A systems-based approach asks:

“What kind of urban mobility system does Churachandpur need?”

Similarly:

Instead of asking “Where should another drain be constructed?”, planners should ask “What is the town-wide storm-water management system?”

Instead of asking “Where should another market be built?”, the question should be “What regional economic and logistics system can support producers, traders and consumers?”

This distinction is critical.

Development is not the accumulation of projects.

Development is the creation of functioning systems.

23. Conclusion

Churachandpur's developmental condition should not be understood simply through the language of backwardness or neglect. Such descriptions, while understandable in public discourse, do not adequately explain the structural nature of the problem.

The evidence suggests a more complex phenomenon: a strategically important regional urban centre whose functional responsibilities have expanded faster than its infrastructure, institutional capacity and economic base.

The Census framework itself demonstrates the importance of distinguishing between administrative urban boundaries and wider regional functions. The three census towns of the district had a combined population of 18,357 in 2011, while the wider district had more than 274,000 inhabitants. The town consequently serves a much larger population than its formal urban statistics might suggest.

The central challenge is therefore not merely the construction of more roads, buildings or government offices.

It is the creation of an integrated urban system.

Churachandpur requires long-term planning that connects infrastructure with economic development, education with employment, healthcare with regional accessibility, urbanisation with environmental protection, and public investment with accountable governance.

The town should not aspire simply to imitate Imphal or other urban centres. Its development model should emerge from its own geographical, cultural, demographic and economic characteristics.

The appropriate ambition is to transform Churachandpur from a peripheral administrative and commercial town into a resilient regional growth centre.

Such a transformation would have implications far beyond the town itself. Because Churachandpur serves a large surrounding population, investment in its infrastructure and institutions could generate regional multiplier effects across southern Manipur.

The fundamental research proposition may therefore be stated as follows:

Churachandpur's problem is not a lack of potential; it is the absence of a sufficiently integrated institutional framework capable of converting its demographic, geographical, human and economic potential into sustainable urban development.

The opportunity before policymakers is consequently substantial. With integrated planning, institutional strengthening, strategic investment and meaningful citizen participation, Churachandpur can become not merely a larger town, but a model of sustainable and inclusive hill urbanisation in Northeast India.
