August 31 2015 - All three Bills passed without any debate. Violent reactions erupt in CCpur, Sadar Hills, CrPC 144 invoked Residences of MLAs attacked, three killed in CCpur, bandh in hill areas total. At least three persons have been killed and many others sustained injuries as police and protesters clashed in different areas of Churachandpur district as mobs went on rampage attacking residences of Ministers, MLAs and MP Thangsoi Baite tonight.  Thangzalian (20) s/o Vungching of Hiangtam Lamka, H.Paulianmang (23) S/o (L) H. Thianlal of Dorcas Veng and Pausuanlian (19) s/o Zenkhanching of New Lamka Vengnuam were killed by the security forces/police on that fateful night. The mob, that gathered together following a bout of alarm bells, initially attacked the residence of Health Minister Phungzathang Tonsing located at New Lamka around 6 pm. They ransacked the house and set aflame several furniture items. The concrete structure too caught the fire by 7 pm as water tankers, fire tenders and police who had rushed to the spot were attacked and forced to turn back. Then a group people who were part of the mob moved towards the residence of Thanlon MLA Vungzagin Valte, also located at New Lamka, where they set ablaze the security sentry post and a vehicle. Deputy Commissioner Lunminthang Haokip, who rushed towards the Minister's residence also received the wrath of the mob as his official vehicle along with that of his escorts were vandalised and overturned at Damkam Bazar.  District administration imposed CrPC 144 with immediate effect, but of no used. The mob also attacked the residences of Singngat MLA Ginsuanhau Zou at Lailam Veng and that of Henglep MLA T Manga Vaiphei located at Hill Town. A mob, in the meantime, set ablaze the house of Hill Areas Committee Chairman Dr Chaltonlien Amo. Another mob attacked and set blaze the house of MLA TN Haokip located at Tuibong. The residence of Ngamthang Haokip was attacked by a mob at Saparmeina and MLA Nemcha Kipgen's house located at Kangpokpi was also set ablaze at 10,30 pm.

September 1 - More violence seized Churachandpur district, with three more protesters losing their lives, the toll during the course of this agitation has reached 7 (Khaizamang, 12 s/o Thangzalam of Bijang; Khamthianmuan 22 s/o Kamkhenthang of Pear-sonmun; and Zamminthang Valte s/o Vungkhozam of College Veng).  State forces resorted to heavy firing and pointed their guns, Two protesters were immediately killed in front of the station gate while at least 9 others sustained injuries.  Kuki Inpi Churachandpur, Hmar Inpui and Zomi Council adopted joint declaration denouncing the bills. KSO Chandel called indefinite bandh at Moreh. Hill Areas Committee (HAC) appealed to all to maintain calm and refrain from taking the law into one's hands. State Govt clarified that the three Bills passed on Aug 31 do not infringe on the existing rights of the tribal community settled in the State and they do not impinge on the provision of Article 371C and subsequent Presidential order of 1972 which provides for scheduled areas and the Manipur State Hill People Regulation, 1947. United Naga Council (UNC)  condemned the three bills. Minister of State for Home Kiren Rijiju said, situation in Manipur is very tense. NPF Manipur State Unit has strongly condemned the 'merciless' killing of innocent people in Churachandpur by State security forces. All Tribal Students' Union Manipur (ATSUM) said it is appalled and perturbed by the 'unbecoming militarisation of State forces' in Churachandpur. Tribal Churches Leaders' Forum (TCLF), Manipur has earnestly appealed all the communities of Manipur to maintain "peace and social co-existence." All Tribal Students' Union Manipur (ATSUM) and Tribal Youth Council Manipur (TYCM) submitted a memorandum to the Hill Areas Committee (HAC) Chairman Dr Chaltonlien Amo opposing the Bill No-16, 2015 and Bill No-17, 2015 introduced in the Manipur Legislative Assembly in its emergency session on August 28. Naga People's Organisation (NPO) along with SDWA, SDSA held a joint consultation meeting and terms the three bills "targeted" against the tribals of Manipur by the Government. 

September 2 - Churachandpur Zonal Education Office was burnt down. Hmar Innpui, Kuki Inpi and Zomi Council formed Joint Action Committee (JAC) with former ADC Member H Mangchinkhup as the head at KKL Complex, raised the demand for a separate administration for the hill people. The three Inpi withdrawn the demand for ex-gratia and compensation they had call for during yesterday's declaration. The JAC declared that it will not claim the bodies until and unless there is an honourable solution. It has also decided to shut down all educational institutions until the dead bodies are claimed. Tribal students protest at all over India, urge for PR in the state and called for immediate resignation of all the 19 tribal MLAs. All the tribal students' organisations held a meeting at Imphal and formed a new body called Coordinating Committee, ATSUM. United Naga Council (UNC) has announced 48 hours National Highways bandh from September 3 midnight in protest. Tangkhul Ngala Long (TNL), demanded Tangkhul MLAs to resign from their respective seats. Mizoram's main opposition party, the Mizo National Front, has condemned the Congress-led Government in neighbouring Manipur. Condemnation of security forces pour in from Zeliangrong Youth Front (ZYF), North East Forum for International Solidarity (NEFIS), Kuki Senior Citizens' Welfare Forum, Manipur. September 05 - Four NPF MLAs namely L Dikho (Mao A/C), Samuel Risom (Ukhrul A/C), ST Victor Nunghlung (Chandel A/C) and Dr V Alexander Pao (Karong A/C) tendered their resignation. Joint Action Committee for the Protection of Tribal and Minority People's Right, Jiribam constituted by Hmar, Paite, Thadou-Kuki and Bengali (Hindu & Muslim) and various social organizations. All Tribal Chiefs Forum Manipur (ATCFM) has resolved to urge the President, the Prime Minister and the Governor of Manipur to reject the three Bills, demand immediate resignation of HAC members . All Tribal Rights Protection Forum, Manipur (ATRPFM) urged Prime Minister Narendra Modi to impose President's Rule in Manipur. State Cabinet decided to institute a Magisterial enquiry into the death of eight persons and burning of houses of MLAs, Ministers and MP in Churachandpur district. Kukis of Nagaland extended monetary assistance of Rs 35,000 to the families of 'tribal martyrs'. Zo Re-unification Organisation (ZoRO) general headquarters has today called for the withdrawal of the three Bills.

Following the allegations made by the tribal community of Churachandpur that live bullet rounds were fired from one battery workshop on September 1 in the mass protest , the shop owner today clarified that incident of bullet being fired from the shop never happened.

September 27 - NE bodies petition PM - Meghalaya People's Human Rights Council (MPHRC), Indigenous Women's Forum of North East India (IWFNEI), Sinlung Indigenous People's Human Rights Organization (SIPHRO), Naga People's Movement for Human Rights (NPMHR), Karbi Human Rights Watch (KHRW), Zo Indigenous Forum (ZIF) and Zomi Human Rights Foundation (ZHRF) submitted a joint memorandum to Prime Minister Narendra Modi alleging that the Government of Manipur has violated the Constitutional safeguards of the indigenous/tribal people.

February 09 - UPF and KNO conducted a meeting at KKL complex Churachandpur, and was attended by the JAC against anti-tribal bills, the JPO and Innpis. News report said that the 9 'tribal martyrs' were set to be buried on Feb 13.

February 10 - JACAATB reaffirms its stand. Lambasted the 20 odd tribal MLAs conveniently ignored the cries of their tribal brethren who have elected them in the first place and chose to give their approvals for the passing of the three Bills in the State Assembly. Manipur Tribals Forum Delhi (MTFD) in its press release asserted that the time and circumstances in which the 'martyrs' are put to rest should be in the collective interest of all tribals and worthy of their sacrifice.

February 11 - Joint Action Committee (JAC) against 'anti-tribal Bills' has clarified that neither the JAC nor the JPO has taken any decision or given consent to bury the nine 'tribal martyrs' . JAC said that the decision to bury the nine 'tribal martyrs' was announced in a sitting convened by the UPF and KNO on Feb 9.There was no agenda put forth in the meeting for discussion nor were the JAC and JPO given any chance to voice their opinion. Zomi Re-Unification Organisation (ZRO) also said that it could not agree to the proposed burial date fixed 'without any discussion' . ZRO said that a joint meeting of UPF and KNO was held at Imphal on Feb 7.In the meeting, it was discussed and resolved that a consultative meeting with the JAC, JPO, Inpis and all stakeholders be called on Feb 9.The spirit of the meeting was that the people be consulted and their opinions be taken as to whether they are ready to give a decent burial to the 'martyrs'. "PS Haokip, president of KNO suddenly fixed and dictated the date for the burial ceremony of our martyrs," it said while adding, "the ZRO cannot and would not accept such dictation"  said ZRP PR. 24 hours general strike was called by different Facebook, WhatsApp group users and students to protest the decision to bury the nine 'martyrs' .

February 12 - KNO press release categorically said that, The proposal to bury the nine tribal 'martyrs' on February 13 was made by KNO president PS Haokip and it was endorsed by civil organisations. "KNO and UPF served their consensual purpose to consult the civil organisations; the civil organisations accepted the proposed date of burial made by PS Haokip", claimed a statement issued by the KNO.

February 28 - JAC rebuffs Chief Minister. In the statement, the JAC said that the hill areas of Manipur are constitutionally protected under Article 371C of the Indian Constitution, as well as the Presidential Order dated June 20, 1972, namely the Manipur Legislative Assembly (Hill Areas Com- mittee) Order, 1972 promulgated by VV Giri, the then President of India in exercise of the powers conferred by Article 371C.Hence, the Chief Minister's statement that "the hill areas of the State are constitutionally protected by the Manipur Land Revenue and Land Reforms Act" is not only misleading and unconstitutional, but is also 'anti-tribal' and has misgui-ded and misinformed the august gathering of the Legislative Assembly.

State Home Dept directed the Deputy Commissioner, Churachandpur to issue notice to all license gun holders not to misuse licensed weapons like giving gun salute and to deposit their license along with the weapon to the nearest PS immediately.

March 18 - Homage paid to nine 'tribal martyrs' in Churachandpur, tribal way of Gun Salute was performed at every households; 15 hours bandh marks 200th day of protest. May 11 - Stating that the Hill Areas Committee was not consulted in the passing of the three Bills by the State Assembly, the hill ADCs today said they are against the Bills. National Peoples' Party (NPP) clarified that they would not be a party of the all party delegation led by the Chief Minister which will go to New Delhi to urge the Government of India to clear the three Bills. ATSUM strongly condemns seeking assent to three Bills. Union Minister of State for Tribal Affairs Mansukhbhai Dhanjibhai Vasava today informed the Rajya Sabha that a complaint dated November 10, 2015 was submitted by Manipur Tribal's Forum, Delhi to the National Commission for Scheduled Tribes (NCST).

 July 11 - Outer Manipur Tribals' Forum (OMTF) in its press statement reiterates that any 'anti-tribal' Bills will be oppose tooth and nail. OMTF conveyed its heartfelt gratitude to the President of India, Pranab Mukherjee and the Government of India for "exercising their wisdom" in withholding infamous and "anti-tribal" Bills.

July 12 - The JAC constituted against declaration of wanted tag on former JCILPS convenor Khomdram Ratan clarified that the balance available in Ratan's frozen bank account was not provided by any banned organisation but deposited by the State Government to help those who were injured in the pro-ILPS movement.

July 18 - Hmar Students' Association (HSA), Joint Hqtrs Churachandpur and Kuki Students' Organisation (KSO), Churachandpur in their press release said that they are not for a prolonged agitation on an issue which is no longer relevant and added that imposing a social boycott on MLAs by a movement which no longer enjoys popular appeal is nothing but a malicious design to serve the interest of a few. Wanted tag on Ratan : Case shifted to another Bench.

July 21 - Outer Manipur Tribals' Forum (OMTF) and JAC AATB resolved to boycott the Congress party in all tribal areas of Manipur. Expressing strong disapproval to the press release issued by the Hmar Students' Association (HSA), Churachandpur Joint Headquarters along with another students' body on July 18 regarding the Joint Action Committee Against Anti-Tribal Bills (JACAATB), the Hmar Inpui (Hmar Supreme House) has advised the HSA, Ccpur Jt Hqtrs not to repeat such acts in future as it was not their responsibility nor within their ca- pacity to do so unless properly mandated and authorised by the HI Ghqs or by the public after due consultations.

July 28 - Kuki Students' Organization has expressed discontentment over the alleged coercion of tribal students to take part in rallies organized for introduction of a new PMP Bill and removal of wanted tag on Ratan by the school student bodies and appealed to all concerned not to intimidate tribal students over the issue.

July 29 - The All Tribal Students' Union Manipur (ATSUM) and Thadou Students' Association (TSA), Imphal strongly condemned the alleged ill-treatment meted out to a Class XI tribal student of TG Higher Secondary School by some students and teachers over not participating in a pro-ILPS agitation.

August 08 - JCILPS set August 13 deadline for the Government to organise consultation meetings with all stake holders on the new Bill which is being drafted in place of the Protection of Manipur Peoples (PMP) Bill 2015.

August 09 - The State Cabinet decided to approach the Governor so that the 14th session of the 10th Manipur Legislative Assembly is convened from September 2.

August 11 - State Govt finalises Draft Bill, seeks public opinion. OMTF reviews 'boycott' decision. Demand for ILPS continues, getting more intense.

August 13 - JCILPS, JAC call on Governor. CCpur JAC says no to Bill 'detrimental' to tribal interests.

August 17 - Even though former JCILPS convenor Khomdram Ratan has been declared a wanted man with a cash reward of Rs five lakh leading to his arrest, he took part in a mass protest at Keishampat Leima-jam Leikai community hall today, he was arrested later.

August 22 - Referring to the new Draft Bill, the Manipur Tribals' Forum, Delhi (MTFD) asserted that it is not different from the earlier Bill which has been rejected by the President and declared that it is nothing but 'old wine in new bottle'.

August 24 - Iterating its stand against the Draft Bill, christened the Manipur Regulation of Non-Local People Act, 2016, the Naga People's Front, Manipur State Unit asserted that if the Bill is passed, it will go against the interest of the Hill people and equally harm the people in the Valley.

August 26 - The six-day long agitation schedule rolled out by the JACAATB started today with diesel autos joining the protest and the half-day shutdown witnessing a clearly contrasting response in the district revealing the deep divide amongst the tribes despite sharing a common interest. Hmar Students' Association (HSA) formally and officially withdrawn from the Joint Action Committee Against Anti-Tribal Bills, Churachandpur with effect from August 26.

August 29 - In the run-up to the Tribal Unity Day scheduled for August 31, womenfolk staged a silent rally under the aegis of JAC Against Anti-Tribal Bills while the half-day shutdown continues to witness a polarised response from the public. Kuki Inpi, Churachandpur (KIC) today stated that it has taken a stand along with all its subordinate organisations to sever ties with the JAC-AATB with immediate effect. The statement issued by KIC claimed 'the course of action taken up by the JAC at this juncture is in no way directed towards promoting common tribal interest any more'.

August 31 - Tribal Unity Day observed at Lamka marked the one year long tribal uprising that was triggered by the adoption of three 'anti-tribal Bills' on August 31 last year by the Manipur Assembly and saw nine youths 'martyred' during the initial days of the agitation. United Naga Council (UNC) termed the attempt of the State Government to pass a "similar Bill" in the Manipur Assembly as "nothing but another manifestation of State Government's apathy towards the rights and concern of the tribal people" of the State. The Kuki Students' Organisation, Churachandpur has imposed a 24 hour general strike at Churachandpur district to condemn the incident wherein some invitees of the Churachandpur JAC were stopped at Tiddim road from attending the Tribal Unity Day.

September 07 - JCILPS JCILPS sets Sep 21 deadline in order to table a Bill which can effectively protect the indigenous peoples of the land.

September 09 - Outer Manipur Tribals' Forum (OMTF) and the Joint Action Committee Against Anti-tribal bill (JAC) submitted a memorandum to the governor of Manipur urging her to intervene any move by the state government for introduction of new ILPS related bill.

September 15 - After more than a year, Assembly Speaker Th Lokeshwar finally accepted the resignation letters submitted by the four NPF MLAs.

September 22 - Government sent the draft proposal of the 'Manipur Regulation of Non-Local People Bill, 2016 for deliberation and to let the government know if there is any objection to the content from the side of the state government. JCILPS bans entry of non-local people with effect from Sep 23.

September 27 - Govt draft new ILPS Bill; Cut off year for resident put at 1972. Proposed Bill submitted by JCILPS revised and uploaded on Govt website.

October 08 - Salpha Pumbuk (Martyrs' shed) near Lamka Community Hall has been razed to the ground around 2 am today leaving the localities and the JACAATB fuming as they suspect it to be an intentional act.

October 20 - Leaders of the JAC Against Anti-Tribal Bills (JACAATB) headed to New Delhi today for talks with the Central Government, presumably at the request of the latter.

October 29 - Thadou Inpi asserted that it backs the demand that the extension of Bengal Eastern Frontier Regulation (BEFR), 1873 be implemented in the State.

November 04 - The reconstructed Martyrs Pumbuk (memorial site) was inaugurated today at 6 pm by Hmar Inpui president Joseph Lalrothang with a solemn function held at the shed.

December 23 - Even as Chief Minister O Ibobi and all the six Congress MLAs elected from the district plan to hold a mega political rally at Tuibong peace ground, a dramatic turn of events on the eve of their visit saw Khaizamang Touthang, the youngest of the 'nine martyrs' taken away from the mortuary where it has been kept with the other eight bodies for the past sixteen months.

December 28 - JACAATB accused the Statae Government of allegedly creating communal tension in the State.

January 13 - 'Tribal movement' completes 500 days'. A campaign to rise above electoral politics was echoed during the observation of the 500th day of 'tribal movement' in Manipur.

January 16 - Paite Tribe Council (PTC), Vaiphei Peoples' Council (VPC) and the Mate Tribe Council (MTC) declared their withdrawal from the JACAATB. Thangkhal Peoples' Organisation (TPO) too followed suit. (exact date is not sure)

January 21 - JACAATB declared that it will pay tributes to the 'tribal martyrs' at Salpha Pumbuk on January 26.

April 07 - First round talk of State Government with the Joint Action Committee Against Anti Tribal Bills(Churachandpur) was held at Chief Minister's Secretariat chaired by the Chief Minister Shri N.Biren Singh which resulted a positive outcome. The State Government side led by Chief Minister N.Biren Singh consisted Works Minister Shri Th.Biswajit Singh, Agriculture/Veterinary Minister V.Hangkhanlian, Social Welfare Minister Nemcha Kipgen,TD & Hills Minister N.Kayisii, Chief Secretary, O.Nabakishore, DGP L.M.Khaute, Law Secretary Th.Kamini Kumar and Deputy Commissioner Churachandpur R.Sudhan. The 11 member delegation of the JAC Against Anti Tribal Bills led by its Chief Convenor, H.Mangchinkhup consisted representatives of various tribal bodies and organisations like Young Paite Association, United Zou Organisation, Tedim Chin Union,Mizo People Convention etc.

April 08 - Manipur Governor Dr. Nazma Heptula appealed the JAC Anti Tribal bill to resolve the issue.

April 10 - The second round of talks between Joint Action Committee Against Anti-Tribal Bills (JAC-AATB) and Manipur Government here ended without any apparent breakthrough with no date set for a later meeting. The talks lasted for nearly three hours.

April 12 - JAC-AATB decided to send its representatives to New Delhi at the earliest to campaign for the tribal people's cause.

April 19 - Churachandpur's lone Cabinet Minister V Hangkhanlian today claimed that solving the issue of the 'tribal martyrs' who still await their burial and restoring the dilapidated roads across the State are his Government's top priorities.

May 04 - JACAATB met Chief Minister N Biren. A source informed that the meeting was quite positive and the two sides agreed on certain points.

May 10 2017: Finally, State Government inks MoU with CCpur JAC : Last rites of bodies by May 25, ex-gratia of Rs 5 lakh each agreed upon. Nearly two years after Churachandpur erupted in protest against the three Bills the State Government inked a Memorandum of Understanding (MoU) with the Joint Action Committee Against Anti-Tribal Bills at Churachandpur today. Leaders of six civil society organisations including the CCpur JAC, Simte Tribe Council, Mizo People's Convention, United Zou Organisation, Young Paite Association, Tedim Chin Union appended their signatures on the MoU. Under Secretary of Ministry of Home Affairs, AN Jha too signed the MoU as a witness.
