Generally in Indian rich states, MLA gets 4 crore as MLA Local Area Development Fund (MLALAD fund) and MPs get 5 crore as MP Local Area Development fund per year. But MLA LADF varies from state to state depending on their economy.
As per Imphal Times report dated December 19, 2014 - A total of Rs 6000 lakhs was allocated as LAD fund for 60 MLAs for the year 2014-15. This was stated by the Chief Minister while replying to a question asked by MLA Samuel Risom. That means each constituency get a share of Rs 100 lakhs each for devp work.
MLA LADF allocated during 2013-14 was Rs 5250 lakhs, i.e. Rs 87.50 lakhs for each constituency.
The CM also said that Rs 3000 lakhs was allocated for the year 2012-13 i.e. Rs 50 lakhs for each constituency.
The then Honourable Chief Minister of Manipur who was also Minister of Finance in his budget speech on July 2014 expressed his satisfaction and said;
“I am happy to inform the Honourable Members that the MLA’s Local Area Development Fund has been raised to Rs 1 crore for each MLA from Rs. 75 Lakh in the previous year. I hope the increased allocation will enable the Honourable Members to take up greater number of Constituency-specific development works” (page 7, Budget Speech, July 2014).
MLA Local Area Development Fund is important, but more important is the way the fund is utilized; and it must be guided by the standard of outcome.
So, looking back the last 5/10/15 years in Manipur. Do the MLAs do their work? Is there any works which can accumulate to that much amount?
