The Chief Minister of Manipur, Yumnum Khemchand announced the Chief Minister Women Economic Empowerment Scheme (CMWEES) on 9 March 2026 while presenting the Budget Estimates for the Financial Year 2026–27 during the Seventh Session of the Twelfth Manipur Legislative Assembly. The scheme seeks to economically empower women through the Self-Help Group (SHG) movement and is expected to benefit approximately 3.5 lakh women across the State.
The Chief Minister stated that the scheme is designed to strengthen women-led SHGs, promote financial independence, and enhance sustainable livelihood opportunities for women. Financial assistance will be extended to eligible beneficiaries over a period of three years. During the first year, each eligible woman will receive ₹10,000 through Direct Benefit Transfer (DBT). To support the implementation of the scheme, the State Government has earmarked ₹350 crore in the 2026–27 Budget.
The scheme is a visionary initiative of the Government of Manipur aimed at strengthening the economic independence of women through direct financial assistance and livelihood promotion. Its primary objective of empowering women economically closely aligns with the core mandate of the Manipur State Rural Livelihoods Mission (MSRLM) under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM).
DAY-NRLM is the Government of India's flagship programme for poverty alleviation through women's collectivisation into Self-Help Groups (SHGs). Since its inception, MSRLM has established a robust institutional framework comprising Self-Help Groups (SHGs), Village Level Federations (VLFs), Cluster Level Federations (CLFs), Block Mission Management Units (BMMUs), and District Mission Management Units (DMMUs). These institutions have been created, nurtured, and strengthened over several years to deliver financial inclusion, livelihood promotion, capacity building, social development, and women's empowerment across rural Manipur.
Considering that the primary beneficiaries of CMWEES are women - particularly those organised under SHGs - the implementation of the scheme through MSRLM would provide significant administrative and developmental advantages. MSRLM possesses an established database of SHGs and their members, experienced field functionaries, trained community cadres, transparent verification mechanisms, digital management information systems, and strong institutional linkages from the State to the village level. Utilising this existing ecosystem would minimise duplication of efforts, reduce administrative costs, and ensure efficient, transparent, and timely delivery of benefits.
Further, implementation through MSRLM would facilitate convergence between CMWEES and ongoing livelihood interventions under DAY-NRLM. Beneficiaries receiving financial assistance under CMWEES could be supported with enterprise planning, skill development, financial literacy, credit linkage, market access, business mentoring, and continuous handholding support through the SHG federation structure. Such convergence would transform the one-time financial assistance into sustainable livelihood opportunities, thereby generating long-term economic benefits for women and their households.
MSRLM's decentralised institutional architecture also provides an effective mechanism for beneficiary identification, verification, grievance redressal, monitoring, social audit, and impact assessment. The involvement of SHGs, VLFs, and CLFs would promote community ownership, transparency, accountability, and participatory governance while ensuring that assistance reaches genuine beneficiaries.
Moreover, implementing CMWEES through MSRLM is consistent with the Government's objective of strengthening women-led community institutions. It would reinforce the role of SHGs as engines of rural economic transformation and encourage greater participation of women in entrepreneurship, financial decision-making, and local economic development.
In view of the above, it is recommended that the Manipur State Rural Livelihoods Mission (MSRLM) be designated as the principal implementing partner for the Chief Minister Women Economic Empowerment Scheme. Leveraging the institutional strengths, extensive outreach, and proven implementation capacity of MSRLM will ensure effective delivery of the scheme while maximising its impact on women's economic empowerment. This convergence will not only enhance the efficiency of public expenditure but also contribute significantly to the State Government's vision of inclusive, sustainable, and women-led development.

Eligibility
As of now, the
Government has announced the scheme and budget allocation, but comprehensive
eligibility criteria and operational guidelines have not yet been publicly
released. Questions regarding beneficiary selection, eligibility
conditions, and implementation procedures have been raised by several
organisations, highlighting the need for transparent guidelines.
